Abstract
The subject of the present decree (issued in the 1st century BCE in South Arabia) appears to be the abrogation of some decrees and ordinances which were issued by two assemblies without the royal consent. This seems to be completely different from any other Sayhadic legal documents which tend normally to demonstrate the unity of the respective communities. The Sayhadic inscriptions in general tend to avoid mentioning any internal conflicts, and no other Sayhadic texts dealing entirely with such subjects seem to be attested.
It may well be regarded as a reflection of the first attempt to estalish a representative democracy in the world history.
